Goal

Owner decision D5 is answered on the record, and docs/specs/data-model.md reflects the answer.

Constraints

One of the seven blockers from the Card C.1 independent architecture review (2026-07-23, four adversarial dimensions over the e36e486 draft), which returned NO-FREEZE. All seven were spec-text gaps, not design flaws; the revision applying every finding is committed at a8c5939.
The question: What happens to rows left with no referent?
The draft's recommended answer: Never delete automatically; require explicit backed-up, dry-run, audited admin garbage collection.
What answering it decides: Whether the database ever deletes without a human. Coupled to D4: answering D4 as proposed effectively forces this answer.
This is an owner decision. An agent may lay out consequences and tradeoffs; it may not answer it.
The answer goes in the ## Owner decisions table of docs/specs/data-model.md, and any spec text it changes is edited in the same change.
The immutable doctrine in the charter binds any answer: no Google Scholar network contact, official APIs only, SQLite only, FollowedAuthor as the root entity.

Sprint triage authorized by Justin: The proposed decision is preserved in the issue history and consolidated into SPRINT.md on baseline 0e22839 / PR #10. This closes the duplicate decision-queue ticket as superseded, NOT as an owner-approved answer.

Owner approval remains open in justinzeus/scholarr#9. No launch, main merge, real-data import, or decision activation is authorized by this closure. Product implementation is tracked once in justinzeus/scholarr#11; the saved sprint plan will use only openai-codex/gpt-6.1-sol at xhigh after explicit go.
